Look at the picture below carefully. There is a Circular Ring around the Houston, Texas area.

This is PROOF that HAARP is being used to MODIFY the weather. I have seen these rings in the Abilene, Texas and Midland, Texas area's before.

The National Weather Service cannot EXPLAIN them.
